Understanding Conditioning Factors for Hydroelectric Development in Chile: Bases for Community Acceptance

Chile has defined an energy development policy in which hydropower is important part of the grid. This source not yet been accepted by many people local communities. For future hydroelectric to be more widely accepted, Chilean Ministry Energy developed a methodological framework called Objects Valuation. aimed at identifying main community interests that may condition development. The objective this paper analyze scope based on review scientific literature and information generated through participatory activities three basins have high potential. Analyzing results obtained from application framework, four complementary intangible factors represented are identified: lack validation formal process, under-recognition different worldviews, distrust regarding hydroelectricity, sense self-determination community. These could potentially acceptance thereby limiting as decision-making tool. We recommend should complemented incorporation elements using systematic tool applicable spatial planning strategic environmental-assessment processes.
